MP Rogerson to introduce Second Homes Control Bill
North Cornwall’s MP, Dan Rogerson, will introduce a Bill in Parliament today (Monday) which would control the growth of second homes in rural communities.
The MP is calling for Councils to be able to establish their own new ‘use classes’ so areas affected by high second home ownership can choose to control the problem, by insisting that anyone turning a first home into a second home applies for planning permission.
Mr Rogerson has campaigned against the proliferation of second homes since his election in 2005, and proposed amendments to let council limit the number when Parliament considered planning legislation in 2008. Conservative and Labour MPs refused to support changes to the law.
Today he has secured a ‘ten minute rule Bill’ – an opportunity for an individual MP to put a new law before Parliament for consideration, and to make a ten minute speech about it.
Commenting, Mr Rogerson said:
“Vast numbers of good family homes are left empty throughout the weekdays and the winters, while thousands of people in Cornwall are without adequate housing, or can’t afford to stay in the area.
“Yet the Conservative and Labour response is to do nothing.”
“My Bill would put power back in the hands of communities and their Councils.”
Notes:
- Mr Rogerson’s ten minute speech to Parliament will take place at approximately 3.30pm, unless there are Ministerial Statements or Urgent Questions, which are taken first
- The full text will be available in Hansard at approximately 5.45pm on Monday evening.
- The ‘long title’ of Mr Rogerson’s Bill is as follows:
